Foreign Affairs Minister Alexander Downer and World Bank President, James D. Wolfensohn will launch the Virtual Colombo Plan (VCP) in Sydney next week.
The initiative will use Information and Communication Technologies (ICTs) to provide widespread and affordable access to education, information and knowledge.
The VCP builds on the original Colombo Plan, the world's oldest program of bilateral cooperation set up 50 years ago to focus on economic and social development.












We hope they are looking at digital divide as it affects business, too: small business lag in taking up online options could have profound effects not only on businesses themselves but on people who rely on them for income and jobs and on economies generally.
