If you force ISPs to do the filtering, then Internet access costs will rise to meet the increased cost of providing the service.
This means that people who don't care about the filters will be forced to subsidise them for the people who do. That's hardly a fair system.
PC filtering also offers a much greater level of control and fine tuning. If your ISP's filter isn't blocking a site, it could take weeks to get it added to the filter, but a software solution lets you add it straight away.
Here's a novel idea, how about you actually educate kids about the internet properly. Take Stranger Danger and apply it to the digital age. It will be far more effective in preparing kids for safe internet usage and is far more effective than just blocking them in places like school, outside of which they'll have no idea what to do.
To take Senator Coonans analogy, what they are doing is like banning kids from cars and roads, rather than educating them about safety precautions.
