The decision to change the CIO portfolio was made several months ago, the department said, in a move designed to reorganise the way DIE is managed. The new CIO role will encompass all aspects of DIE management, according to the department, including "strategy, planning, prioritisation, development, implementation and support".
Secretary of the department, Ric Smith, said the CIO group will now provide a single point of authority and accountability for the DIE.
"This will enhance the control and prioritisation of DIE spending and will mean that strategy, development, procurement and support of the DIE will be closely tied together," he said.
"These changes will mean a much stronger, more focused and accountable information environment in Defence."
Monaghan was previously the head of the Aerospace Systems Division with the department. According to Smith he is "well positioned to lead the CIO group" due to his skills and years of experience with the ADF.












The new Defence CIO (AVM Monaghan) is highly unlikley to succeed with his ambitious plans, unfortunately. Defence IT systems are in undefensible state, with Defence high level enterprise architecture projects delivering little to no outcomes in the last 2 years, due to a painfully obviously amareurish effort by the OCIO. How about making a head start by appointing people who know what they are doing, AVM Monaghan? Also, AVM is a two star and will not be a real powerbroker in the group of his peers who are all 3 stars. He will be a junior scapegoat, what a pity! Wish him good luck, but... Is Defence genuinly serious about its EA efforts or is it ticking bozes and biding its time? Would love to see some progress, guys.
