War of words erupts over Telstra service levels, pricing

Tensions between the nation's incumbent carrier Telstra and the Australian Labor Party are mounting, with the telco defending its use of pair gain technology which opposition ministers claim is a -cheap short cut" to avoid upgrading its network.

Pair gain is the use of smart electronics to deliver phone, fax and Internet services over the one copper pipe into a consumer's premises - by maximising the available bandwidth on that copper cable.

Whilst Telstra admits the use of pair gains is a cost-effective solution that saved it billions of dollars in rolling out more copper cable, it denies that customers are being short-changed with services that are detrimentally impacted.

"The impact on customers in terms of service is largely not affected," a Telstra spokesperson told ZDNet Australia, adding that Internet access speeds cannot be blamed entirely on the technology used to deliver it and that factors such as the distance between a customer and an exchange, the type of modem being used, and the way in which a PC has been set up will all affect the speed throughput a customer gets.

However, Shadow Minister for Information Technology, Senator Kate Lundy - who has set up a Web site to ascertain how widespread the practice of pair gain is and to flush out the truth behind its potential impairment on Internet services - says she has been inundated with e-mails from customers who directly contradict Telstra's claims that services are not negatively impacted by pair gaining.

Lundy says she has received e-mails from -hundreds and hundreds of people that have experienced this and got frustrating, condescending and unsatisfactory answers from Telstra." She describes many of them as -horror stories" where users have gone from using a straight phone line to a pair gain and experienced a halving of bandwidth and Telstra's response was that they should -go and learn how to use a computer or change ISPs," she said.

Telstra, on the other hand, claims the technology is used by carriers worldwide and said the politicians questioning pair gains, including NSW Senator Sue West and Shadow Minister for Communications Lyndsay Tanner, "do not understand the technology". Their comments are: -misleading and mischievous," the spokesperson said, adding that the -politicking and political point gaining going on" was -very disappointing behaviour".

Whilst Telstra also refutes the Opposition's claim that ADSL is unavailable on pair gains, saying CMUX is as an alternative pair gain technology that can be implemented for ADSL services, Lundy response was: -very clearly Telstra is not doing that for customers".

Lundy said Telstr's use of the -finer technical details as a smokescreen," was further evidence that it -doesn't care about its customers".

"I am outraged that Telstra is going into misinformation and denial," Lundy said.

Lundy said she intends to carry at statistical analysis of the information garnered from her Web site and draw up a mud map of where complaints are coming from. Telstra is also on notice to further answer questions on pair gains in Senate Estimates.

There are literally thousands of people in the same boat where Telstra does not install appropriate infrastructure where new Estate's and suburbs are created and then the only options for internet is a woeful 28.8 dial up speed or expensive satellite where you still have to dial up anyway costing even more!

    I am one of the persons affected by this pair-gain measure by Telstra. I tried to instal ADSL but Telstra game me the round around and said that it was not possible for me to instal ADSL without explaining why. It was only after coming to this website that I fully understood the situation.
    All Telstra clients should insist that Telstra provides a solution at no extra cost for those subscribers like me wishing to have ADSL installed.
    SHAME on Telstra for trying to avoid solutions.

    I have sent Sen. Lundy my story. I urge all people who are affected by Telstra's inability to provide acceptable data services to do the same.

    I have just moved to a brand new estate that where only half the houses are occupied or built. What will happen when everyone moves in. I shudder to think.

    An interesting side note though: After being told that I could not even get ISDN by Telstra, I contacted them again to enquire about the fedrally funded scheme to subsidise satellite broadband for those who could not get any other service. I was told that even though the database says I couldn't get ISDN that was a most likely a mistake and they would investigate. My only thought is that the scheme must cost them money...:-)

    I was another person supplied a pair gain line in Bondi Junction, even though I informed Telstra I needed the additional line for Internet access.

    I was never able to get more than 24Kbps out of the line, compared with 52Kbps on other numbers, so I was eventually forced to discontinue the service.

    My advice to other customers is to get something in writing from Telstra before connecting a new telephone service.

    To those posters above who mention they can only get 28.8 Kbps, sure it's not good but I can only achieve 14.4 and less. Usually around 10 to 11 Kbps. And we're in 2002 !
    I live on NSW's Central Coast and the only broadband option is the way too expensive satellite. If there's some sort of subsidy scheme, let me know about it, not that useless Internet Assistance Program who gave me some initialisation string fo my modem which does bugger all.

    Telstra has to make a larger profit while keeping costs down, to pay dividends to its shareholders. We asked for it, and we are getting it. The situation is actually worse than has been stated, partly because Telstra is desperate to force subscribers onto cable. But poor bunnies such as me who live in flats can't get it except at a huge surcharge. So I suffer on a connection that has never managed to reach 28.8kbps yet. And if Telstra wnats to denigrate my technical skills, I'll be happy to earn a solicitor a few dollars for handling the libel case.

    Telstra are now resorting to telling outright lies to cover up for thier money grubbing over the use of pair gains. I'm on a 4D pair gain installed in July and have tested throughput averaging a mere 6.5kbps. I just can't run my business at that speed. As usuual you've got to drive Telstra's complaints dept nuts before they'll even listen. Then they send this rock ape out to run tests and he reckons it's connected at 14.4kbps "with data compression". Well wacky-doo. As everyone knows, data compression is a piece of crap. And then he refuses to show me his test results. "I'm here to get the numbers for Telstra and it's none of your business", he says. When I asked Telstra to replace the pair gain with a straight copper connect to the exchange they told me, "To replace the pair gain would be unfair competitive behaviour towards our competitors." As I picked myself up off the floor I thought that if it wasn't so serious it'd be funny. The ACCC, ACA and TIO tell me they also reckon Telstra are a joke and it'll only get worse if that moron Alston gets to fully privatise them. Everyone with a beef on this needs to get a submission to the latest Telstra inquiry and point out to Estens and these other National Party catspaws that Telstra's "service" in the bush is crap and getting worse. 3 cheers to Kate Lundy - she's the only one trying!

    It is high time that Telstra's bandaid approach called pair gain was shown up for the sham it is. To pay $180 to get connected and $330 a year just to get half the service that others metres away can get is just a farce.

    This is what I have just posted to Kate Lundy's web site.
    "I volunteer for a community group working to break the digital divide - http://www.airnet.com.au/~snnn - and we have 5 computers out in the public for people to access. 1 is in a Community House, another at a large licensed Football Club. The other 3 are in private homes (which the public can access) and all three homes get connects around 49 k.

    The home sites are located 900m SE, 320m W and 300m SW of the Community House. The other public location is 200m NE of the Community House.

    Both the public locations are on a pair gain connection and have been tested by Telstra technicians (I have the datasheets) and get no more than 28.8.
    All systems are using identical computers and modems and the systems from the public locations have been tested in one of the private homes with 49 k connects every time.

    There is no other reason for a bad connection other than Telstra's pathetic pair gain systems."

    Progressively over the last week going through lists of party members I have sent an email to each member pointing out my concerns in regards to Telstra's own account of very high customer satisfaction rates and my personal experience explaining the discrepancy between these figures and the view of many Australians.
    I will now send Liberal party members an email, by 6 am all of the House of Representatives members (all party's) will be emailed including a copy to Mr Howard.

    Dear Mr Trujillo

    I carry out experimental research in the field of water surface science to better understand and change the H2O interface involving solids and gasses.
    Recent improved understanding of the role gasses play in processes for coagulation, flocculation and crystallisation are realising better methods for water purification based on magnetic resonance effects on protons.
    Myself and colleagues overseas are working hard to see these processes find practical use.

    For me I started this particular line of research after a course in computer use in 2002 corresponding with the opening of a community telecommunications centre.
    At 39 years of age I had never had a phone or computer connection.
    Just before Christmas after spending thousands of dollars at the centre, I decided I would see if I could connect and afford a suitable connection with a consideration that if I could access PC TV and have video connection with fellow colleagues the cost maybe more justified.

    In the end this was not the case and I am a very unhappy with the running of Telstra on many levels including under trained phone employees, methods used by other employees to stop complaints being lodged or reaching lodgement as such, lies and manipulation to stall at every turn and maintain a false high customer satisfaction rate.

    (Note- I was promised connection capabilities by Telstra phone advice line staff that turned out during and after installation to be not achievable due to lack of staff knowledge due of area available infrastructure and false product description)

    This resulted in half the product that was described, a little like buying a car that has a top speed of 50km/hr instead of 100km/hr and of course in reality the car is of no value at all.
    In this case the car goes a quarter (1/4) the speed and you pay double the price.
    In simple terms I was lied to which resulted in financial losses directly and through lost productivity, ended up with a useless service and asked to sign a Release & Indemnity.

    My name is Gary Looney. I live in the small town of Menindee on the Darling River near Broken Hill NSW.
    I have had a bad experience when using Telstra Services.
    The company is in affect standing over me and asking me to lie so they can sweep the dirt under the rug and I feel certain that this is an ongoing cultural problem within the company and to be honest I don't now if anything can or even should be done.
    Some times I think it may be less damaging not to fix problems that are so deeply entrenched.
