Telstra pips Optus on warning system

The Victorian Government has announced that Telstra has been chosen to build a national phone-based warning system.

Up to $15 million will be tipped into the project by the Commonwealth Government for construction of the new system, which is planned to alert Australians in the event of a life-threatening emergency, according to a statement by the Victorian Government today.

"The system will alert communities to emergencies via a recorded voice message on landline telephones and a text message on mobiles based on the subscribers' billing address," Police and Emergency Services Minister Bob Cameron said in a statement.

The system should be implemented by the end of October with testing to take place throughout November, according to Cameron.

The system, flagged in May, has come as a result of the 2009 Victorian Bushfires Royal Commission which interrogated the state's handling of the 7 February 2009 disaster.

The Commission had found that unprecedented calls to triple-zero services had resulted in large numbers of calls going unanswered or abandoned.

Cameron said Telstra had been awarded the contract after a rigorous tender process. ZDNet.com.au understood that Optus had also placed a bid for the work.

Both Telstra's and Optus' communications infrastructure, such as mobile towers and fixed line networks, were severely damaged by the fires in February this year. Days after the fire, Optus had restored services to several affected areas using temporary base stations.

Cameron said Victoria wanted the system in place before this summer, which he said, experts had predicted could be worse than the last.

Telstra chief David Thodey said the telco was well placed to develop and build this crucial system. "Telstra is extremely proud that our technology will be used to assist emergency service organisations by delivering warnings to communities through the telephone system," he said.

    November 1999 TLS FPOs were trading at $9.16 - "over 2 and 3/4 times the $3.30 you paid, just 2 years earlier in the T1 IPO!

    What were you waiting for? Almost tripling your $ in just 2 years, not enough? You wanted "M O R E ". Now 12 years on and they are underwater, well and truly at $3.25... oh!

    So because you weren't savvy enough (or you wanted "more") to cash in your HUGE profit, you are now compelled to blame everyone else.

    Even as some do to excuse their stupidity, you blame the government for enticing people to buy. But had they/you bought and sold (which is of course known as profit taking and as any investor with any sense at all will do) they/you would have thanked the government.

    And before anyone mentions T2, the first tranche were $4.50, but at one stage they were trading at over $6. So even those who only bought T2, could have made a nice profit had they sold (prior to the second tranche payment).

    T3 could have been bought at $2 and sold for up to $3.50 (prior to the 2nd tranche). Or even following the final $1.60 payment (bringing the total to $3.60) sold for around $4.50. So the opportunities were there, to sell and do very well. B U T...

    Vasso, you didn't sell, got burned and now you come here to ZD each day (because your precious NWAT is closed, NWAT2 is only open once a week and is an "even bigger joke than its predecessor" anyway) desperately trying to preach these types of greedy lies to the un-greedy, and bombard us with daily bullsh!t, just so those shares rally again.

    Aside from from those who are not dealing with the actual matter or subject of the discussion. I wonder about the scope of the system and whether this has been properly thought through. Where is the ITC discussion paper about targets, platforms, degradation & reliability etc. etc. ? Is FTA TV broadcast included? Can an app be loaded to ALL digital TVs to power on and tune to X frequency etc. etc. These are matters of life and death and I don't want a degraded mobile phone battery (aside from the software/hardware faults in many handsets) to result in loss of life.
    I know I have not checked with the VicGov so they may have a released a peer reviewed technical and social behaviour model. Doe any one know?
