No NBN winner: Govt goes FTTH alone

The Federal Government has terminated the National Broadband Network tender process with no winner, instead flagging plans to invest billions in building its own fibre-to-the-home network to 90 per cent of Australians over the next eight years.

Citing "deterioration of the economy" and flanked by Communications Minister Stephen Conroy and Treasurer Wayne Swan, Prime Minister Kevin Rudd said at a Canberra press conference this morning that the government had not found any of the NBN bids by players like Acacia, Optus, Axia Netmedia satisfactory.

Instead of accepting an NBN bid, Rudd said, the Federal Government would establish a company in partnership with the private sector to roll out its own network, based on fibre-to-the-home (FTTH) technology, that would reach 90 per cent of Australians with speeds of up to 100Mbps.

"This is the single largest nation-building infrastructure project in Australia's history," Rudd said, comparing the project to the Snowy Mountains Hydro scheme and the building of the Sydney Harbour Bridge.

The remaining 10 per cent of Australians would be served by a combination of ADSL broadband, wireless and satellite.

Conroy said the government had found merit in the Tasmanian Government's submission to the NBN process and would begin negotiating with the state's government in the next 24 hours as to how its portion of the NBN could begin construction.

"The Tasmanian roll-out can be commenced by the middle of the year, June, July," he said.

The NBN company, will be majority owned by the Federal Government, Rudd said, with private investment to be taken of up to 49 per cent of the company. The government's share will, subject to market conditions, be sold off by the Federal Government five years after the network is complete, Rudd said.

Rudd said that the company would invest up to $43 billion into the network, not all of which the government would provide. The government is putting in an initial investment of $4.7 billion.

The NBN company will only provide wholesale services, Rudd said, with open access being provided to retail providers.

Rudd said the network would create 7000 jobs and $37 billion in economic activity for the life of the project.

As part of the new NBN process, Conroy has released a discussion paper on telecommunications regulatory reform. It is available from the website of his Department of Communications, Broadband and the Digital Economy.

The Prime Minister added the creation of the company would solve "once and for all" the perceived conflict of interest in Telstra owning Australia's main telecommunications infrastructure and also providing retail services.

"Our critics might say: 'Just let broadband be sorted out by the markets'," Rudd said. "It hasn't occurred over the last decade ... it's time we bit the bullet on this."

    That means the governemnt will have put in just under 11% of the funds.

    Telstra's proposal, if completed by now, would only provide speeds equivalent of ADSL2+ and it would cost us an arm and a leg.

    The Government's new NBN will provide 100Mbps and, although it will take 8-10 years to build, may last for up to 40 years. The only thing I don't know yet is how much it will cost per month for services.

    In many ways this is great news. It has always concerned me as a rural dweller that the government sold off our telecommunications infrastructure as well as the operations. Such services should be owned by all Australians and all Australians should have access to them.

    Providing the government can operate the installation on private sector attitudes with regard to outcomes, the entire country can benefit and this will be a great boost to decentralization.

    We do know though.     Just as the Copper Cable has taken 30-50 years to become outdated, fibre, once laid to the home or business will enable the terminal equipment to be progressively updated and speeds increased. Copper started with speeds of 2.4K and is now carrying 10M+. Fibre, over the next 20 speeds that we have only dreamt of will be possible. Let us look to the future, not dwell in the past. - Sparks

    Have any of you guys actually looked at the current fibre advances?
    Wavelength division multiplexing (WDM) can provide up to 1.6 Terabits/s on a single fibre pair.
    As far as I'm aware, radio (UWB) hasn't cracked 500Mbit/s yet and will take some time to get past that barrier.
    And... fibre isn't subject to dead spots, solar flare interference or spectrum crowding (in which the noise floor in bands of interest will continue to rise as more and more systems start using them). Go fibre - nothing is faster than light!

    This is because the industry is over regulated and no private company in their right mind was going to build anything (incl Telstra) whilst there was any doubt of the Regulatory aspects. Because no assurances were given no company proceeded.

    If they had of invested and built a wonderful network and then the Regulatory body could have turned around and said you need to give open access to all Access Seekers at below cost pricing, just like they have done with ULL.

    I suspect that the major reason for this sudden swerve sideways has little to do with choosing the right technology to provide the right level of service and everything to do with the path of least (political) resistance.

    Not awarding the contract to a third party avoids lawyerfest with Telstra. Running fibre to the home avoids using Telstra copper and making it a half-private venture makes it easier on the cheque book now and trivial to sell later.

    So, the sudden change in direction was inevitable - the alternative was to put on the blinkers and walk right into the minefield.

    What failed is US federal reserve. Every time, without failure, the lowered interest rates and allowed more cheap money to overflow US banks. Do you really think loans would be issued like this if money wasn't so cheap? Of course not.

    And let's not forget - the greatest contributor to the GFC is complete collapse of personal responsibility. That's right - you need people to actually take the loans to do all this.     Federal govt has 3 year terms but ther reality is only 2.5 years. Once the 4.7B runs out it up to the next govt to supply more funds. The future funding is dependant on the importance of this compared with other priorities. In two years time it would have gone off the radar so little hope. This is where Rudd has pinned his hopes on the part private ownership

    The governments solution is exactly what this country needs. Replace the entire network with a uniform 100Mbps access not controlled by any one company.

    I for one will gladly accept this proposal with open arms. I am tired of being stuck on crap RIM/ADSL1 infrastructure that is so bad due to backhaul congestion that I barely get 3KB/sec most evenings.

    And take careful note - you are on the outer service edge. If you haven't got ADSL2+ already, don't count on anything timely in your area. 8 years away is a long time. They won't START with the slowest services, it'll all be fancy metro and money areas.

    Blame Telstra for the majority of this. ADSL was on rollout in the USA before 1993. Telstra KNEW the quality of cabling required to carry ADSL when the papers for ADSL were published in 1991. Instead, they chose the profit path putting in new infrastructure end-user cabling that was vastly inferior to the old wire systems from decades prior. They continued to roll this out until about 2004.

    And secondly, blame the gov't for being half in control of Telstra but failing to ensure that we got world-class installations for digital services during 1995-2005 period.

    almost correct there, your forgetting the probably ~$100 connection fee each time someone moves house, and all corporate customers who'll be jumping on it will prob have to pay a bit more, not to mention a nation wide fibre network would be excellent backhaul for mobile providers, specially a certain telco who insists each individual mobile user will get 100Mbps on their phone veeery soon >.<

    also, fibre itself other than electricity to run the routers/ equipment is pretty much maintanence free... if they lay multicore fibre there wont even be need for upgrade works, they just bring dark fibre online to suit their needs as demand grows...

    Being called Fibre-to-the-home would imply that 90% of Australian homes would be connected to the network. Now called Fibre-to-the-premise, the government only has to connect 90% of premises. It's a subtle change but one that has big implications.

    The objective to connect 90% of Australian homes to the network is optimistic given this figure would need to include unit, apartments and other MDU's. The network would only be able to connect to the building. Unit and apartment blocks would have to re-wire the building privately to give individual dwellings access to the network, which raises a few questions:

    * How would several dwellings sharing one connection to the network affect speed and performance? I believe that Telstra and Optus don't connect MDU's to their HFC networks today partly because of these complications.
    * Will the government offer financial assistance in rewiring the tens of thousands of unit blocks around the country so residents can connect to the network?
    * Will the government mandate that all new MDU's constructed must be wired to support the new network, once the technicalities and standards are finalised?

    There are plenty of blocks of flats connected to both Bigpond and Optus cable. The reason they don't like doing it is because of complications with bodies corporate, not the need to split the signals.

    I once had Bigpond cable in a flat I lived in. It was quite good for most of the time but had its moments like any connection. It ended up being no good because Bigpond refused point blank to provide the option of a static IP.
