New NBN a 'policy failure': Minchin

Shadow Communications Minister Nick Minchin has slammed the government's decision this morning to form a company in partnership with the private sector to roll out its own fibre-to-the-home broadband network, while Terria chairman Michael Egan has praised it.

"This represents a monumental policy failure in relation to the broadband tender," a spokesperson said. "18 months and $20 million later the whole process has imploded today."

The announcement was made as a face saving exercise, the spokesperson said, adding that the government's plan carried enormous risks for the Australian taxpayers.

It was purely another scoping exercise, the spokesperson said. Even if it all went well, it would be eight years until services were turned on.

The spokesperson also questioned where the money was going to come from. The government committed to an initial $4.7 billion investment, but all up $43 billion of public and private money could be injected into the network.

The government had talked about government guaranteed bonds, the spokesperson for Minchin said. "Will tax payers have to foot the guarantee of those bonds if it should turn pear shaped?"

Terria chairman Michael Egan, on the other hand, said that it was a "fantastic decision".

Terria had been heading up the main rival bid before Optus decided to go it alone. It had five members: Optus, Macquarie Telecom, iiNet, Internode and Primus.

According to Egan, it would present Australia with broadband infrastructure which was second to none, but would also foster genuine competition.

It didn't matter who built the network, Egan said, the model mattered. The consortium will sell wholesale services only and will be open access. Egan believed the government had it right.

"The government has come up trumps," he told ZDNet.com.au.

    hmmm ... as I recall it was the Libs that sold Telstra in the first place, thereby practicaly forcing this turn of events.

    Lets, just give it to the people that hire CEOs for a few years, pay them huge bonuses at the end of their contract, after which, the company starts to decline, due to short sighted ( contract length? ) ' business ' practises.

    NBN is a winner Anonymous -- 07/04/09

    I am not a supporter of the Rudd Government, however they have made the correct decision on delivering Fibre to the Premises and breaking the Telstra monopoly in the national interest. After the former coalitions lack of vision on this issue with clowns like Richard Alston in charge Im a little surprised at Nick Minchins reaction. At least Helen Coonan had a go at the time. The Australia Post model cited by the Government is a good one. Now we will wait and see if they can deliver. With the Labor mess in NSW many sceptics will have doubts

    By the time they work out how to set it up, and where the money to pay for it will actually come from, the technology will be obsolete, so trying to price it won't be necessary. This is just a typical Rudd Government diversion, to buy time. I don't reckon they really have a clue about what they are trying to achieve.

    Nick Minchin is a walking contradiction. In an interview with zdnet he stumbled and stuttered about what he would do if he was in government. He recently stated that if OPEL had have gone through we would have faster broadband by now, yet he whined through the whole NBN process that Telstra wasn't involved. He has little technological knowledge of the industry and is a mere political puppet feed by Telstra and others to do nothing more than undermine anything his colleague in power does. Mr Conroy must be loving it.
