When Telstra was first put on the block for privatisation. The government should of kept 100% of the network and only sold the retail arm. This way the government would of stil pulled in revenue from fees paid by Telstra and other Service Providers. And also would of given them free range to upgrade the network without Telstra winging like a pack of hyenas.
But in the real world this is no longer an option. I can only see fairness if the government forces Telstra retail to go through the same process in using the network as other Service Providers do.
