If someone brags in an online chat facility (IRC for example) about consuming a large quantity of controlled substances;
1. How do other participants know he's telling the truth? Teenagers have been known to lie about this thing before in order to appear 'cool' or 'hardcore'!
2. At what point should the authorities be notified, bearing in mind that making a nuisance call can tie up the resources of Police and Ambulance services?
3. At what point do the other participants in the chat facility become liable for the actions of another? If I say 'yeah, shut up' or 'I don't believe you' do I go to jail?
