Alston denies role in DCITA overspending

Senator Richard Alston has responded angrily to reports that he approved a AU$4 million Web site project, claiming he didn't sign off on the expenditure and that the site wasn't even his.

"The redeveloped Web site in question http://www.dcita.gov.au is that of the Department of Communications, Information Technology and the Arts--not my Web site http://www.richardalston.dcita.gov.au, which is separate from that of the Department," said the Communications and Information Technology Minister.

DCITA has come under fire for spending over AU$4 million on its Web site, including AU$1.2 million spent on Web site development, AU$956,046.51 on hosting and support services, and AU$927,705.90 on software.

"Given the minister signed off on this expenditure, he must be held accountable--if this were the private sector, the minister would have lost his job!" Senator Kate Lundy, shadow minister for Information Technology, said in a statement.

Alston disagrees with this sentiment. "Claims by Senator Lundy that I 'signed off on this' are incorrect," he said. "This [expenditure] was entirely the responsibility of the Department, along with any approval processes associated with spending on the Web site redevelopment."

    I find this very hard to buy. Typing in Richard Alton's domain name merely redirects to a different root document for Vignette (http://www.dcita.gov.au/Home/0,,0_4-2_4008,00.html)

    So the fact that he claims his site is different is either whitewash or our 'Minister' for Technology clearly has no idea about what's going on his his or his departments website

    It's too bad we are spending sooo many peanuts ($$'s)on a monkey like Alston. It's his department! How can he deny responsibility? The guys who did the web site must be laughing all the way to the bank.
    This mean government wont spend money to help the aged or poor, is doing its best to shut the Health system down, but wastes money on projects run by dick heads and then denies responsibility !!

    A website which is third world. The website could have been developed for much less. Obviously the people who designed this website don't have a clue about how to design for the web.

    Perhaps my lecturer at university should go and teach the developers some good web design best practises.

    So much for our goverment promoting the development of SME and the use of local resources, and to then spend an outlandinsh amount of money on the use of overseas companies. How about giving local talents and companies a go. They could sure produce a better looking website without the $4 mil price tag.

    How can anyone justify spending AU$927,705.90 on software given the prevalence of great open source software like linux, apache, mysql, perl and php and it's proven ability to perform?

    Also, for AU$1.2 million I would have thought the site should render properly in all browsers. In mozilla viewing http://www.richardalston.dcita.gov.au (where the cascading style sheets seem to be absent), Mr Alston's head is chopped off. (Although I guess I shouldn't complain.)

    And then, given that DCITA spent AU$1.5 million on hardware and software, why does it cost another AU$1 million for hosting and support.

    Mr Alston, who heads DCITA, needs to stand up and take responsibility for his department. Perhaps if he spent less time creating useless policy like his unworkable anti-porn legislation and looking at what his department is doing this sort of farce wouldn't occur.
