A tribunal has upheld a decision by the competition watchdog to reject the price Telstra proposed to charge rivals for access to its copper wire network. Telstra applied to the Australian Competition Tribunal for a review of a decision by the Australian Competition and Consumer Commission (ACCC) to reject undertakings it made in relation to the Unconditioned Local Loop Service (ULLS). The telco wanted to charge a $30 monthly fee for access to the ULLS per service. Telstra also wanted to set out terms under which it could carry out network upgrades which included the possibility that the ULLS would no longer be supplied. The tribunal ruled it was not satisfied that the $30 access charge or the network modernisation provisions were reasonable. The tribunal is expected to publish its reasons on Monday, after any outstanding confidentiality issues have been resolved.
