Watchdog awaits eBay's response over PayPal deal

The ACCC has given eBay until 23 May to respond to concerns over its proposed exclusivity deal with its online payment arm PayPal.

The online auction site notified the Australian Competition and Consumer Commission (ACCC) in April that it intended to enter into an exclusivity deal with PayPal, omitting most other payment methods for customers from 17 June, prompting the regulator to issue a call for submissions from the public and industry on the proposed move.

Although the official deadline for submissions passed last week, the ACCC is still allowing interested parties to lodge statements via its Web site, with the Australian Bankers Association (ABA) becoming the latest in a series of high-profile organisations — including the Reserve Bank of Australia (RBA) and the Australian Securities and Investments Commission (ASIC) — to register its concern with the regulator after lodging its submission yesterday.

According to the ABA, the move will limit the choice of eBay buyers and sellers alike "without justification for doing so", and goes on to urge the ACCC to revoke eBay's notification and disallow any exclusivity arrangement with PayPal.

"You have to break PayPal into two components," said Simon Warner, CEO of Web transaction company Centricom, which submitted its own statement to ACCC this week.

"It's a service facilitating payments on eBay, but it's also a service sold directly to other merchants, we [Centricom] believe that if they [PayPal] attain an exclusivity deal with eBay, they'll use it as a bench head in Australia and further restrict consumer choice," he said.

An ACCC spokesperson told ZDNet.com.au today that eBay has until 23 May to respond to the submissions pending the watchdog's final decision on the matter.

"I think it's done a lot to spark public debate about online payments in general, particularly as the RBA and ASIC are getting on board ... we just want to make sure competition isn't stifled for Australian consumers," said Centricom CEO Warner.

    Ebay and Paypal when used together only generates a single fee for all buyers and sellers and not both user, per site function (auction and payment method), per transaction, that is just criminal

    With the way the Australian dollar is Amazon has some great deals. I have started using Amazon for many of those items I would have used eBay for. eBay has been a crap market place for a numbers of years now. While our dollar is strong I will continue to use Amazon.

    eBay has turned into a nightmare, they took away our sections and replaced them with general sections that are filled with cheaply made Chinese rubbish, eBay is seeking the almighty Dollar here and with their push to sign up a couple of Billion Chinese they are waiving Fees for them but are passing the charges onto other Countries such as Australia...

    I was buying regularly from eBay parts to complete a Vintage Sports Car and was doing quiet well, since removing the Vintage Parts section Sellers have gone back to Swap Meets and Parts Magazines where they will receive a fair price for their parts, that leaves me up the creek now for seeking those hard to come by parts and specialty parts...

    I have ALWAYS dealt via Direct Deposit and had never had a problem, I would much rather pay Via Direct Deposit or Cheque than use Paypal...

    I receive DOZENS of Paypal Phishing emails EVERY DAY!

    Paypal is permanently in my Block list!!

    HOW MANY PEOPLE will lose out here because those Phishing emails are indistinguishable from the real thing?

    PAYPAL sucks the big one and apart from eBay profiting there is absolutely NO reason we should all be forced to switch to this method!

    When is eBay going to listen to ALL of the little People who are the ones who make their Site a success?

    You will learn when the People move to sites such as Trade Me (NZ) or OZtion, Amazon etc, all you are doing eBay is opening up the market for YOUR Members to try these alternative services that do not BS their clients around such as you are presently doing...

    Who ever recently took the controls at eBay has a lot to answer for, Corporate Greed has no place in something that is supported by the little People who make Sites like eBay a success...

    With Paypal being made the only form of payment this means ebay sellers will be slugged with a total of 3 different fees.
    1 - for listing the item.
    2 - final value of the item
    3 - using paypal

    They keep saying this is for safety which is complete bull.
    I was once bought something with paypal and never received the item. After almost 3 months of waiting I was told by Paypal they sided with me....but they couldn't get me my money back because the seller didn't have any in their account.
    Buyer protection my butt. They basically admit they cannot do anything - even after advertising $2000 protection.
    This is all nothing but a smokescreen for making the maximum amount of money with minimal loss.

    I agree with you entirely! I usually list items around £2-£3 and by the time you have paid the listing fee, the final valuation fee and then someone (99% of people) will pay Paypal and then Paypal deduct their fee, it's hardly worth the effort!

    I have had one bad transaction and it was as a result of using Paypal. The buyer was fraudulent, and some 8 weeks after the sale, PayPal tried to take back the sale amount + fees. I refused as I believed that PayPal protection should not have let this happen. My account is now blocked so I cant use PayPal even if I was stupid enough to try.
    ACCC, you must not let this monopolisation happen.

    i have had loads of problems with paypal they are now holding my accounts and my money for 180 days ,
    i dont see how they can do this , i have over 1000 posative feeback with 1 negative i just recieved but demanding there money back which i refused as there is nothing wrong with the item or they could send the item back in its origional condition for a refund as stated in my returns policy ,
    i now have been taken off ebay because i dont have a paypal account so i can not sell on there these 2 companys should be stopped and rulled by the banking codes and others,
    they do this to thousands of customers evey day and still no one does nothing - WHY ?????????? - why are this companies aloud to get away with it , is it because they are 2 big to deal with if they where smaller companys the would of been stopped years ago , everyone one needs to come togeather to stop them and faulse the fsa ( financial services authority ), fos ( finacial ombusman services ) , watchdog who would be a great help to everyone in this matter as they make people listen if we do not do something now they will never be stopped .
    also i have now just been told you are only protected if you buy through ebay if you buy out of ebay you are not protected i brought some items through an internet site through paypal but did not send me all the items i ordered when i put a claim in paypal told me there was nothing they can do as the company i brought of provided a tracking number for the single item they sent when i ordered 72 items , so i lost my money and had no stock how is this possable as well , from paypal customer service superviser said there is nothing they need to do about this all they said if you have a complaint contact the fos ( finacial ombusmans services ) which i did but yet they did nothing someone help please

    When I recieved the items, there were only 2 items in total shipped, One in each postage.
    When Complaint to Paypal. I have been advised that seller have proof of two shipping. No regards for me not recieving all items I have purchased.
    Seller have also hide its Ebay feed back, so you would not see other buyers comment. In the last month there were 8 negative feed back accumulated for this seller. You would not know why there were so many negative feed back in one go. What happenes to byuer protection, as was claimed by Ebay & Paypal that they would do so. It seem fraudrent activities are taking place.
    They are big coopration, with immunity, They can cause people loosing their trust in society.
    How can this happens???
    What can we do to stop fraudrent activity?
