    It's most likely cheaper to just buy out a Chinese company that makes these things.

    Pick any one city in China and you'll see that they've had smartcard systems in place for YEARS. This is just as disgraceful as the state of the public transport system.

    Any bets on the cause of the problem being managers who can't manage themselves? Or IT heads who don't know IT?

    Please. Bring these pollies and fatcats to a trip on Hong Kong's MTR and tell them to watch and learn.

    Government IT is a shambles. They have no central register of all assets, no centralised contract management, barely any shared data centre infrastructure (sure they are all in the Ballarat/Burwood sites but not sharing anything)

    Hunderds of millions of dollars are wasted on duplicated contracts, departments that go-it-alone.

    The probelm is the constant changes made by "contractor advisors" to the scope of the project.

    Imagine sacking your CIO/CTO and replacing them with a committee of long term public servants and contractor guns for hire. Well, thats the government IT for you.

    This really needs a full blown investigation.
