Victorian shared services agency CenITex signed a contract with its then CIO Bruce Carlos which agreed to pay him $396,000 for a year's work, the state's tendering system has revealed.

The contract was signed last year, according to the Victorian tender site, appointing Carlos on a contract for one year from September last year. ZDNet.com.au understands that the position has recently been dissolved, which would appear to mean that Carlos was not in the position for the full year and would not have netted the total salary.

The shared services agency has also passed on over $6 million to recruitment firms for appointing technical personnel over the last two years, according to the tender site. The agency had not responded to requests for comment at the time of publication.

CenITex was formed to deliver ICT infrastructure and desktop shared services for the Victorian Government, such as shared enterprise tools, identity and access management and hosting services. According to a recent advertisement, the agency intends to standardise services across 14 Victorian government departments and agencies.

It was formed last year from the merging of two ICT shared services organisations: the Shared Services Centre and the Information and Technology Services division.

It has been given a level of autonomy, being outside the chain of command of the departments and their secretaries. The CEO Peter Blades reports to the independent board of directors under the oversight of Finance Minister Tim Holding.

The agency has advertised its intention to hold two briefing sessions for the industry on its shared services program across 14 government departments and agencies. The briefings will be held next week and the week after in Melbourne.
