AAPI agree, I work in a company of 400-500 and am one of maybe ten people who has the option to work from home when I need/want to and it's not infrastructure that is stopping the rest.
Anyone with small children, direct reports or customer facing (even by phone) is never going to get the option here
Why would Small Children, Direct reports, or customer facing by phone be an issue?
Children are one of the reasons many people who currently work from home choose to do so, being able to work in the evenings once small children are in bed, or on nap times works well from many people. This can be managed around, and many people allready do.
With the NBN multiple pary video confrencing between a distributed team will be possible, video confrencing makes one on one remote management easier, and then there is always the phone. In the 90's I had direct reports who worked in offices in different states, we had teleconference team meetings, I was availabel by phone, and would travel for face to face with them at leat one a month, all this is possible with the NBN even more effective as Video may reduce the number of onsite face to face meetings required. If you have good staff and good relationships managing direct reports over a distance is not an obstacle.
Client facing by phone is possible in an NBN world using IP Telephony that allows for corportate PBX extejntions to be redirected over the net to a person home or where ever they are working from. Cloud telephony services allready exist that allow for call centers to be completly distributed, needing to talk to a client on the phone under the NBN is no barrier to Teleworking.
It is a just a matter of adjusting to the technology and looking at/adjusting work practices, all are achievable.
My company offered me to work from home 100% 6 years ago and it really works out very well. This is an American multinational and the company allows most employees to work either from an office somewhere in the world or from home. Given the various time zones it is obvious that it is way easier to find overlapping timeslots for online meetings when not being tied to 9 to 5 office hours. The flexibility to shift and/or split my workdays gives lots of benefits to both my employer as myself.
I strongly believe that a large number of the workers that now travels to and from company offices every day again could work at least a couple of days from home. More work from home is in my opinion definitely a win-win for employees and employers. I agree with the comment that more work from home needs a mindset change from both employers as employees. There should be more focus on tasks and activities that need to be done by employees and not so much on just being there. Progress on or completion of tasks is something that can be tracked easily no matter if an employee works from home or in an office.
You don't need the NBN to do this, many people already work from home. The NBN is a $43B white elephant that could have been better spent support innovative companies and R&D.

There are a lot of small businesses that could do the same, lowering the space they require, BUT they need high upload speeds to service their employees. The NBN is offering rates at 1/100th that of Telstra for the same sort of upload capacities. LTE wireless could only service a few employees, and ADSL2+ is useless.

It's all good to have the infrastructure in place but unforunately employers will be a while coming to the party and changing their mindset to trusting employees (who should be trusted anyway) are able to work 'distributed'.
