IBM to offshore 150 jobs, says union

The Australian Services Union (ASU) claimed today that IT giant IBM is planning to offshore jobs from a number of its operations centres to China and India.

The union had been contacted by a number of employees who informed it of the move, according to the union's branch secretary Sally McManus. The workers had said the changes will affect around 150 jobs from systems operation centres located in Baulkham Hills and Cumberland Forest in Sydney, as well as Clayton in Melbourne. The positions would be moving to offshore centres located in Bangalore, India and Shen zhen, China, McManus said.

McManus said she believed that IBM was preparing to make an announcement to employees about the plan, which had not yet been made at the time of writing. The union has contacted IBM demanding to be consulted before the announcement was made. IBM had yet to respond, according to McManus.

"We're very concerned that IBM haven't followed obligations to its workers and taken steps to mitigate adverse outcomes," McManus said.

ZDNet.com.au contacted IBM on the truth of the allegations. "There have been no announcements in the areas put forward, but IBM continues to rebalance its skills and capabilities to meet the changing needs of our clients," IBM spokesperson Matt Mollett said, but would not comment further on the issue.

The Baulkham Hills centre the union believed to be affected was involved in strike action just over a year ago, which attempted to obtain better conditions. Workers were now in the midst of negotiating a collective agreement with the company, McManus said.

"It's pretty low of [IBM] to make these people redundant after they've been negotiating a collective agreement," she said.

McManus believed IBM has been using lawyers to delay the hearings in order to finalise deals with the offshore companies. "They employed very expensive legal representatives who have been using technicalities to delay the hearings," she said.

ASU does not know how many IBM accounts would be affected if the centres were offshored, but McManus believed that the quality of service would decrease.

"It's proven that local support centres are better," she said. "More misunderstandings can arise when support isn't local, since things can be lost in translation."

IBM provides services for a bevy of companies, including Qantas and Westpac, although the contract with Westpac is coming up for renewal this year.

Talks happening his afternoon with affected staff. IBM Australia should hang it's head in shame. Bring in "guest workers" on whatever visas, train up alongside local staff, then send them hom to remotely manage Corporate Australia's systems and data. Ploy is to manage via a "GDC" Global Delivery Centre out of Ballarat, but more smoke and mirrors, remote control will be via Bangalore or ShenZen. Like Microsoft's old phrase "where do you want to be today".. it will now be for most Australian's "where is my personal information being (mis-)managed today ?"..

Indian outsourcing

You are right to say that it is the corporates who outsource and no-one is blaming the Indians for picking up these contracts. you seem to have a very strange view of Australian workers in IT. I've been in the inductry for 30 years and I spent 25 of those years working long hours, weekends and nights ensuring quality dleivery. Your view is very sterotypical racist ranting and does not recognise the brilliance, dedication and hard work that went into establishing the industry in this country.

Further, I have had plenty of experience in dealing with outsourcing to India and China and it is not a good experience. I find the quality is very poor, innovation non existant and promises very big against minimal delivery. I have seen customer satisfaction levels decline as a direct result.
The problem is not a fault with India or China but rather business ownership, innovation and customer service. Customer service is tightly coupled with cultural awareness, responsiveness and tangible positive outcomes. Same with solution development and business integration.

I have worked very closely with offshore staff, and sorry you are very wrong. Ask any legal professional, and they will refer this type of business as simply exploitation. It is all about low costs, and very cheap labour and nothing else!

If indians are as good as what 'truly indian' say they are, perhaps he'd like to comment on why the issuance of 457 visa's have gone down by 50% since the Labor government introduced rules that said they must be paid market rates.

I've worked for over 20 years in IT across a multitude of technologies, and all nationalities, including Indian, and they are with few exceptions (I have met some good ones, and currently have a good boss) the worst in their roles

Up to 700 jobs to go at Big Blue (Big Brown)

Many staff had teleconference meetings today where they learned the fate of one or more of their team colleauges. The buzz within is that up to 700 jobs may go in this "resource action" which is up to 20% of the current IBM Australia workforce. Most of these positions will be made redundant however the usual ploy is that they have 30 days to find a job internally (which won't happen).

Grab a LifeJacket

Today's cut is just the beginning, the cuts will be a serious of WAVES over the next 6 months. At least they have stuck with the old retrenchment package this time round and not some kick in the gut package which was rumoured to be offered last year that would have just met the industrial relations requirement. Mind you, the offered package is pretty poor compare to other companies.

The execs probably don't realise, without resources (workers) there are no outsourcing. I wonder whether the union will call for more strikes this time round.

What a joke..

When they rolled out their grand GDF (Global Delivery Framework) plan, they were touting this to be making people to work more efficient. I've been halfheartedly joking this as retrenchment in disguise. One of the delivery teams in Ballarat have chopped 1/4 of their team and some of those jobs are heading overseas while they've still got an ad on their internal recruitment portal wanting to hire people. Go figure.

Back to my own team, they have "spoken" to couple of individuals but I am glad they're the ones on the chopping block as they are massive pains to the team...hate to say it but some of these can be described as good riddance.

Gee I wonder if WESTPAC, QANTAS, MYER, MBL, MLC, ENERGY Australia, RACV, Dept of Veteras Affairs, Australian Customs, Medicare, Medibank Private and AGL are happy that there accounts will run in India , Malaysia or China.
IBM did tell them...of course they did !!

They should ban the practice

I don't agree with any offshoring measures but some of the companies you list shouldn't have anything to complain about - they do the same thing to us. Westpac and QANTAS to name but two have Indian call centres and I am fairly sure Myers do too.

I think the practice should be banned. When I deal with a company I not only want to speak to people in Australia but also in my home state. Why should we be supporting someone else's economy? There is also the issue of dreadful phone line quality and the idiot at the other end of the line only able to speak pidgeon English at best.

Great Service, yeah RIGHT!

IBM is milking it from the Customer and the REAL WORKERS. Global Resourcing or whatever they call it are built into the customer's contract but guess how much cheaper the customer get with this so called "OPTION" 10 to 15% savings at best! WTF? workers in these low cost countries are being paid 4-5 times less than an Australian employee, if I am the customer I would be asking for 80-90% discount! Oh but maybe thats not possible because we have so many account executives, account team whatever, SDM, DPM, DPE, many layers of management who are being paid big bucks. IBM will of course tells lies to the customer and promise the level of service will be identical with global resourcing. Yeah Right! A few weeks of "TRANSITION" and over the phone conferences is how we "transition" work over to India/China! and the customer have no idea how INEXPERIENCED these people are in the low cost countries.

Trust and Honour

You continually hear one thing from management, and then they do something totally different.

There is absolutely no trust between staff and management, and it is apparent when walking the corridors.

If a person is retrenched, then so be it. All people ask is that management is forthright, and not hiding behind the covers. The management at IBM, has to be some off the worst I have ever encountered!

If your in I.T. or envisage being in I.T. stay well clear of this company - they simply cannot be trusted.

I would love to put my details to this, but you can guarantee, they would chop me down as fast as they could.

A sad and sorry place to be

I too cannot cope the the constant bullshit we are fed at IBM. I seriously believe that the managenment is so evil that it is being run by demons, who have no idea what the truth or humanity mean. I really wish I could say I am exaggerating but sadly I am not. If their own staff can't trust them then how can companies want to entrust them with their computer systems. The management team have no integrity yet they indoctrinate their staff to behave with respect and a customer focus. Something which IBM managent seem to not understand the basics of.

These so called leaders like Sam Palmisano, Mike Daniels when they visited Australia, they did not even bother to show up to the troops. This just show how much of a leader they are, even the incompetent George W and his leadership team visited the troops in Iraq and Afghanistan multiple times. Nationalism

I know it is bad loosing jobs offshore, but all the comments about the drop in quality get me?

Will it really be worse? Indian and Chinese Universities are constantly ranking above Australian Institutions in the Times Higher Education Rankings. There is some world class research coming out of both these countries. I feel the claims of having a lower quality product are largely unfounded and not backed up by any quantifiable evidence.

I am sorry for anyone who is loosing their job. It is bad and I hope they can move on to bigger and better things.

Nobody is disputing how smart anybody else is but experience and not uni degrees is the key. IBM in Australia has many Indian and Asian and other varieties of staff and experience obviously not race goes a long way. Anybody working on a large account quickly realises that all accounts are not the same, experience on an account cannot be learned at uni.

How Intelligent People Are Is Not the Problem.

Have you ever tried to resolve an issue, technical or otherwise, with a telephone support representative whose grip on the English Language is tenuous at best?

It's bad enough living in "the bush" and dealing with people in Sydney who think Brisbane is half an hour's drive north of Newcastle.

Maybe as someone who only speaks English, I should move to India or China and get a telephone tech-support job so that I can speak to Australian IBM customers and think that Ballarat is about ten minutes south of the Gold Coast.

Maybe better still: having never been out of Australia, I'll set up a tourist information booth in Tokyo--"She'll be right, mate!"

Bad experience

It really was worse, infact disasterous! I've been left to deal with outsources after senior management decided to boost their bonuses with short term cost reductions. The likes of Infsys, Tata and HCL have wrecked systems and caused blowouts in maintenance costs, development times and quality. They are the masters of the cut'n'paste without any regard to code quality. It's a nightmare having to deal with them.

In the end its the end customers who suffer and is self defeating as cost blowouts and lost revenues negate the orginal business case. By then the senior management have cashed their bonuses and moved on to PWC or somewhere similar.

IBM is not totally to blame. IBM’s clients demand that IBM provides a “global solution”. It’s Australia’s large banks, the Telco companies and other large multinational companies that place these demands on IBM. Of course IBM is only too happy to be party to the exploitation of cheap labour. If Australian’s are prepared to have their personal information such as bank account, credit card and other IT information (phone/internet records) controlled by peace loving nations such as India & China, why should we care. Any notion that IBM or its clients are concerned about quality is a joke. I have seen these outsourcing projects many times. The service does drop but the share price will still go up. The managers will take their bonus and move on before the **** hits the fan. We call these mangers seagull’s (fly in, make a lot of noise **** all over the place and then leave). If the Australian public as so complacent about their personal information being managed by foreign countries they deserve all they get. They will get use to waiting on the phone for 60 minutes only to be hung up on by a non English speaking operator, who they couldn’t understand anyway. An operator who is more concerned on getting the client off the phone in the prescribed time limit than sorting out the client’s problem. Sound familiar, any wonder that calls to the Telecommunications Ombudsman sky rocketed in 2009. If you want to put a stop to this, join your union and take a stand together. Just don’t expect any support from the Australian public or any form of government. Lets face it most of them will not even realise that it has occurred, until their credit card shows up some unusual foreign transactions or their phone company starts charging them for all the calls to the sex lines. If your lucky they will only pinch your identity and kill a another terrorist leader, at least that wont cost you any dollars. My advice would be to switch to a pre paid phone, get your money out of the big banks and pay cash for your next curry.

What are the packages offered this year?

What kind of packages are on offer this time around? It was 2 weeks pay for every year of service + leave paid out last year. Is it any better this year? Are they paying the 13 weeks retrenchment on top?

Finding a job in 30 days is a total JOKE ! Even sadder is the way they manage the PBC process and rate people with 3's and manage them out. I agree with the comments, IBM is not worth working for these days. maybe 10 years ago it still respected its people, these days they are nothing but a serial number. The Execs at IBM are BS artists of the day. Honestly, what IBM needs is a cull of the Executives, i know a few "Vice Presidents" and "Directors" who do absolutely nothing - they still get paid heaps and have fancy titles ! How many does it take to change a light bulb - 1, how many VP's and Directors to write IBM Australia Strategy - probably 15 !

Enough Said - All of you who accepted the packages - welcome to the world outside, its heaps better, brighter and more fun.

No packages offered

As 1 who had his meeting on Friday, let me assure you that there was nothing offered - I was given a "Notice of Redeployment" & told that if I did not find another role internally in 4 wks, I would be "given formal notice of the termination of my employment".
I would be paid 8 wks salary, plus 2 weeks pay for each year of employment plus 5 weeks in lieu of notice (plus outstanding pay & Long Service).
I had no choice to "accept the package" - it was presented as that's what was going to happen, & I was just along for the ride !

Shift workers to go ?

I have just heard that it looks like most of the Operations staff at the Clayton & Baulkam Hills Data Centres wil be made redundant soon - just after they have performed skills handover.
Talk is that the Ops support will be performed from India & China.
So IBM won't need to negotiate shift penalties in Australia with Operators any more !!

Reality check

Should IBM subcontract any federal government work to India or China then it is clearly in breach of Australian government laws. On the flip side, one of the core conditions of a Highly Protected security clearance is that employees must be Australian citizens and not merely permanent residents.
Q: How many foreign nationals will meet these conditions?
A: Nil.

India

Only reason India gets the job is because they are cheaper. Nothing more nothing less (you get paid what you are worth!!) . Fact is, since Telstra has begun sending jobs across to India Telstra has had one of the worst customer satisfaction ratings in the world for a company of it's size. Another fact is that when critical issues arrive at IBM, onshore techs are used rather then Indian techs. Wonder why that is if they are so highly skilled. Oh and Australia have been rated as one of the highest and hardest workers in the world by average weekly hours according to a US study of the International Labour Organisation. Do you just make things up as you go along or do you actually have figures to substantiate your claims?

millions of dollars are invested every year into indian companies by IBM, INTEL,HP,ORACLE,MICROSOFT,CISCO,APPLE,SAP,GOOGLE ETC. speaking of hard work, employees in indian IT companies work atleast 9-10 hours every single day.yeah get that fact right.there is no such thing as a saturday OFF in india.its a 6 day week and sometimes due to work pressure or load people work on sunday too.so dont give me the **** about hard work n all.its nonsense.

Unless you have actually been involved in outsourcing the work to the so called "EXPERIENCED" personnel based over in India, you have no bloody idea. The ones we get from India is asking questions in IT terms like asking "HOW TO WRITE WITH A PEN" yes, thats how bad it is. Hours of telephone conference each day is not enough for them. These so called experience staff ask for everything in writing, everything documented as if they can't think for themselves or don't even bother to go and RTFM! my response to them now is RTFM. If you take our jobs, you do the XXXXing work.

Would you rather drive and to be seen in a tata/greatwall motor or a Porsche, i know which one I rather be in :)

Don't Blame India

You didn't mention INFOSYS, EDS, ACCENTRA and off course lets not forget SATIUM (what happen to them again). I don't know where you get your info from (Indian media?), but most data centres operate 24x7, 365 days a year. You just don't get it do you, its got nothing to do with hard work its all about cost. In india you might consider it a job, In Australia we call those wages slavery.

These people in India and China all deserve to have good jobs, live well and have a good life like us here in OZ. The problem is with the organisations and their executives that have become so greedy and lost the plot with this offshoring thing. They seem to be hiring people from the streets who have no idea and are not "experienced" at all. They don't care about their employees, less about their customers. They are letting very experienced people go and the skills are being lost but don't give a rats. All they want is more revenue and shareholder value. IBM executives (including the CEO Sam Palmisano) are all cashing out and selling millions of their IBM stocks for the past 15 months or so. On 05/11/09, Sam sold "some" of his stock worth about $16million ! They know the company is going downhill and they don't care. They are just preparing themselves to enjoy retirement leaving a big mess behind them.

GDF: who cares about employees and services? We just want profit!

So IBM is deploying GDF.

So that means:
- no milk, no tea, no coffee, no plastic cups, and no hot/cold drinkable water
- workers are paying peanuts, yet the execs believe that's expensive
- money spent on graduates' social events, and money spent on ideas of how to cut grads so they can spend less at these events
- not paying for meals at work-related trainings when every other company does
- rather spend money on having us fix problems that should've got solved by 2000, and not spend money upgrading the system
- pay for massage-therapists to come and give free 3-min massages to employees, most of whom have told to pack their bags
- IBM wants profit, not necessarily quality of service, not necessarily quality of people, not necessarily the company 'values' (what values) and morale (what morale)?

So there you have it. If you are thinking of joining IBM, remember, make it your one-year springboard, never more than 2 years or more in this organisation.

Quality Shows

St George stuffed up 400,000 statements with customers having the wrong transaction balances. One old lady was in distress because she got a statement showing all her money had gone. This is the result of companies dropping quality for money. This could have caused a run on the bank and is an issue of reputation risk under international banking regulation. APRA needs to start kicking bums with organisations taking risks to save money.
