Image - QTam Bitmap to Icon 3.5
QTam Bitmap to Icon is a small program designed for creating icons. Simply resize your image to 32x32 or 48x48 pixels and then use this program to convert the BMP to ICO. No other runtime DLL is needed. The program has an autoconvert function and the ability to mask all valid BMPs in the directory to ICOs with one touch.

Version 3.1 fixed the black spot bug from the previous version. Version 3.5 supports a Multi-Resource Icon Format. Also, the Preset Answers option lets you work much faster than before.
