"57 ISPs registered with the department for consultations on the technical aspects of implementing ISP filtering, which includes the recent online forum, which was run from 12 to 23 April 2010," Senator Conroy's office told ZDNet Australia in a statement yesterday evening.

Assuming that none of the 687 ISPs were duplicates — Conroy's office said that 687 letters were sent, but that some of those letters might have been duplicates to companies operating under more than one business name — only around 8 per cent of those invited opted to participate in the consultation.

However, the minister's office said that the 57 ISPs that registered for consultation represented approximately 70 per cent of all Australian internet subscribers.

Conroy's office said ISPs could "continue to register with the department" in order to participate in consultations in relation to implementing the mandatory filter.
